(2) 在露臨時代理公使 telegraphed as follows:
I saw 五月十九日 Russian Minister for Foreign Affairs who told me that before the receipt of his telegram mentioned in my telegram of (34), Russian Minister to Corea Telegraphed him to the effect that arrangement for engaging about 17 officers and 3 musical bands had been concluded. I asked him whether the arrangement is definitive and unalterable. He answered that although the document was already signed it should not be put into operation until understanding is effected between Japanese Government and new 在日本露公使.
As Corean Minister in Russia arrived here at 五月十七日, I asked Russian Minister for Foreign Affairs whether Corean Minister made any application about Weber. He answered that no such application had been made and up to the present nothing is changed as to transfer of 在日本露臨時代理公使 to 京城.

(2) ロシア駐在・臨時代理公使が次のように電送した:

「私は5月19日ロシア 外務大臣に会った。彼は『朝鮮駐在・ロシア公使が私の電文第34号で言及した彼の電文を受領する前に、約17名の将校と3名の軍楽隊員の雇用協定が締結されたという趣旨の電文を私に発送した』と語った。
私が『その協定は決定的で変更することができないのか』を彼に尋ねたところ、これに応えて『文書は既に署名調印されているが、日本政府と新任・日本駐在ロシア公使間の合意が成り立つまで施行することは出来ない』と答えた。
ロシア駐在・朝鮮公使が5月17日ここに到着したので、私はロシア外務大臣へ『朝鮮公使がベーベルに関してどのような要請をしたのか』を尋ねた。
彼は『そのような要請は全くなく、現在まで日本駐在・ロシア臨時代理公使の京城転任に関しては全く弁明もなかった』と語った。」
