(215) 在 Berlin 公使 telegraphed 十月二十五日 as follows:
Regarding Corean disturbance I cautiously (confidentially?) informed of German Government contents of your last telegram.
German Government have made no observation, but with friendly anxiety asked me Japan’s positive intention in Corea for the future, which I could not state for want of instructions.
The details of disturbance not mentioned in your telegrams being known in Europe through private telegrams, news-papers most friendly disposed toward Japan such as Narsische Zeitung express fear that Japan would be a loser in Corea. The present state of affairs being favourable to lead way for Russian protection, majority of German public opinion urges German Government to part way with Russia and German Government also seem to feel much relieved upon the termination of their cooperation with Russia.

(215) 10月 25日ベルリン駐在公使が次のように電送した:
「朝鮮の騒動（＊）と関連、私は閣下の先日の電文内容を注意深くドイツ政府に通報した。ドイツ政府はどんな論評もしなかったが、慇懃に気遣いつつ朝鮮に対する今後の日本の明白な意図を尋ねた。私は訓令が無いためその質問に答えることが出来なかった。
閣下の電文に言及されていない騒動の細部事項は、非公式な電文によってヨーロッパに既に知られているが、Narsische新聞と同様な、非常に親日的な傾向の新聞も「日本は朝鮮で敗者となるだろう」という憂慮を表明している。
（＊朝鮮の）現・事態はロシアの保護によって道を開くのに有利であり、ドイツ輿論の大勢はドイツ政府にロシアと離れることをそそのかしており、ドイツ政府とロシア政府との協力の終結に非常に安心しているようだ」
